Description

Crime is rare in the Phanes Bay settlement. Not non-existent, but rare. The combination of military discipline, need for cooperation to survive, government rationing (roughly) equitably and the fact that class differences are uncommon make for a society more willing to steal from outsiders than from the tight knit group of survivors that make up Phanes Bay. But crime in any settlement is almost inevitable, given a large enough population there will be some disenfranchised people who believe that to make ends meet they need to take from others or break the few laws that Phanes Bay has. These people are the ones who end up working for life in Penance Mines.


Penance Mines started its life as a voluntary work site where many Barren and Humans alike would come to produce the gravel and sand necessary to make water purifiers and other goods. Breaking rocks is a strenuous task, and not one that many would willing take. After a time, it was decided that the best way to keep a steady supply of crushed rock coming out of the mine would be to force a small team of condemned criminals to work the mine under the watchful eye of military patrols.


Nowadays the pit mine is filled with a combination of Barren slaves from other settlements and Criminals from within Phanes’ own walls.
